Does anyone know if the identity cards issued by the Bulgarian government to EU citizens are valid as travel documents? Could I use my ID card to enter Ireland? It is identical to a BG citizens card apart that it says it is a EU citizens card.

    EU directive 2004/38/EC says yes
    see Art. 5.1
    http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2004:158:0077:0123:EN:PDF

Ireland's Transposition of EU Law into Ireland Law says yes
    See SI 656 of 2006 Reg 4(1)
    http://www.irishstatutebook.ie/2006/en/si/0656.html
    4. (1) A Union citizen who is in possession of a valid national identity card or passport as evidence of his or her nationality and identity may not be refused permission to enter the State

As an Irish Citizen living in another EU state, you have the right
under EU law (See ECJ case-law Surinder Singh C-370/90)
to be a beneficiary of EU Directive

Furthermore it was clarified a number of years ago, after
the Colombian 3 returned to Ireland, that Irish Citizens don't
need a passport to enter Ireland
