Business supplying only VAT exempt goods/services can't reclaim VAT.

Does that include companies that export to other EU companies? (no vat applies between 2 intra-european vat regd companies) What if the company sold to Irish companies for 6 months, then exported for rest of year?

They can claim back on purchases relating to taxable business. Exports are zero rated not VAT exempt so the business is still entitled to reclaim VAT.

Financial, medical and educational services are VAT exempt in Ireland as well as live performances of the arts (Music, theatre shows etc.)
