Why would your appeal have to be handwritten? Where does it say this?

a few years ago I was parked on a clearway (admittedly) which ended at 7.00pm. When I came back to my car at about 8.00pm I found a parking ticket on the windscreen. I thought fair enough i was in the wrong but then i noticed that the time on the ticket was 7.15pm when the clearway was no longer in operation. I went to the local garda station the next day but was told the issuing guard was off duty and to write to him instead. I did and expalined that at the time of the ticket i was no longer on the clearway. I got a written reply from him saying there was nothing he could do and if I wanted to I could appeal to the local garda inspector. I did explaining the same thing but instead of a letter, I got a phone call from the inspector informing me that the best thing I could do was pay the fine. I wasn't sure if this was a threat or not so i ended up paying the €70 fine. appealing the ticket didn't work for me i'm afraid.
