I've been using a Dell XPS420 as a htpc for a few years now. You'll easily get one of these in budget second-hand from the likes of Adverts.ie etc. Stick in a cheap AMD/ATi HD5450 with HDMI out and connect to the TV. :)

get a pc, cpu pentium 4 single core, 1.5ghz cpu. 1 gig ram,pci express slot on adverts ie.Then you can just put in a grahics card, at least 200meg video ram, with hdmi out.single cpu= cooler, quiet, get a grahics card with a large heatsink and a quiet fan.I presume its just an av pc,used for movies, music etc then only advantage of a tower pc,is its easy to upgrade, lots of space for extra hardrives ,easy to install graphics card,or psu.I,d prefer a smaller pc myself if i was to build a av pc.

for that money you could get something like this

    http://configure.euro.dell.com/dellstore/config.aspx?oc=d006202&c=ie&l=en&s=dhs&cs=iedhs1&model_id=inspiron-620

it's got core i3 3.1ghz, 500GB HDD, 4gb Ram and 1gb AMD radeon graphics card...should play HD movies well and also has a HDMI out port making it easy to connect to a tv...doesn't come with a monitor
