No hot water

Hi all, I was wondering if anyone could help me with a hot press/heating system issue. Recently changed the mixer tap on kitchen sink so switched off water mains under sink and closed the valves in the hot press - closed all as was unsure which one. Reopened all of them when job was finished.
The problem is that our water is no longer heating. The hot water is there if we heat it with the immersion. During summer we always turn the thermostat down to zero and the Baxi boiler heats the water but not the rads. This morning I turned on the heating and turned up the thermostat - radiators heated no problem but still no hot water from taps.
When I had the heating on I felt the pipes in the hot press. The high up pipes were still cold (supply I'm guessing?) and the ones down low got piping hot. There is one coming out of the bottom of the tank with a valve on it - one side of valve was roasting but the part between the tank and the valve was cold - this made me think that it was closed but I tried turning it (full open - anticlockwise?, half turned, quarter turned etc) but seemed to make no difference. Any ideas appreciated. Thanks in advance.

Your problem is probably with the balancing valve which is usualled a gate valve type valve on the flow or return from the tank , if your 100% sure this is open then there is a chance it has broken when your shut it and reopened it , it would of broken with it shut in place? if you keep turning the valve head does it stop or just keep spinning ?
