Scaffolding permit?

    Hi guys

    My parents are looking to do some repairs to their gable wall but it is at the end of a terrace and the terrace end faces onto an avenue of houses.

    As the scaffolding would need to be placed on the footpath, will they need to get a permit to erect the scaffolding and if so is the local council they contact?
