It is true that foreign nationals have been given money
    to buy cars ?
I know of 2 cases where they were paid out
by the HSE.The reason being?????? the difficulties they
    have experienced with public transport???

If you know of two cases where it happened, why are you asking us if it's true?

They also get a new pram every time they take a bus, which they daub "Haha, gullible Paddys" in dog**** on the side of before setting on fire. I've seen this happen and my buddy who has a pram dealership can back me up.

"in certain circumstances if an individual is of insufficent means and live a certain distance away from the childs school and there is no public transport an allowance can be made. It is open to anyone of insufficent means to make their case for this if they fullfill the criteria."

Only reason I am aware of same is a rearend crash I did work on, HSE paid out for driver. as it was a HSE funded car. dont know if just insurance, whole price of car etc or just fuel allowance.
