NCB Protection

I am very confused over this, hoping for some help here

I changed insurer last year after a claim against me was settled. With my old insurer I had NCB protection to I still retained my NCB for the years I have been driving

When I changed, this is one of the things I requested and was told I had

I got my new quote this year and called to check some details. At that point I was informed that I do not have any NCB protection on my current policy and that they wont give me this until next year, 3 years after the claim.

When I questioned this, they told me it was industry practice etc

Does this mean that regardless of the insurer I will be unable to add NCB protection to my policy until 2012?

Sorry for replying to myself, followed up with another company and they confirm I can protect my NCB, so I assume its a policy of my current insurer, AA?
