On certain days my laptop (ibm thinkpad) without warning goes onto overdrive, for a good 5-10 mins i can't use it.

Why is this? what can i do to amend it?

    whats SVCHOST.EXE??

is it something malicious working in the background?

Its a very necissary part of windows, your computer wouldnt work without it. Are you sure something else doesn't start like a schuduled scan from your Interent Security?

From that screen shot I assume it was taken at a time where you could use your computer. The processor is only at 23% so the computer should still be responsive at that. Like has been suggested it's probably a scan or some other scheduled task. Try take a screen shot of the process list when this happens next time to see what program might be causing this issue.

right click on the offending process and open file location

this will tell you where the setup program is located and what it is

How much space do you have left on the C: drive ?

If you're running low, it'll be struggling to swap memory/virtual memory pages.

I'd suggest (to anyone as a matter of routine)
    1) Emptying the recycle bin
    2) Install and run CCleaner to clean up old cached items (safe)
    3) Defragment the C: drive
