If a neighbour over a number of years causes continual annoyance to next doors premises can anything be done about it?

Stuff like throwing rubbish over the wall & minor damage to cars etc

Person is a bit disturbed but family don't seem to have taken sufficient action.

Gardai and council have been called numerous times but still ongoing.

Can an injunction be brought to avoid nuisance and how effective is it?, what if it's broken?

Also their own dwelling unsightly in comparison to other houses - can they be compelled to maintain in a better way?

    Are there any other remedies?!

    Thanks

Maybe if its derelict or there is a build up of waste or other health issue, but otherwise unlikely.
