Very Poor Water Pressure

We had very poor water pressure in our shower in the main 2nd floor bathroom. The plumber told us this was due to the poor plumbing work when the house was built about 9 years ago. So he put in an expensive pump in our hot press. Now the water pressure in the shower is only slightly better when the pump is on. Also when the pump isn't on the pressure is now worse in the seperate bath and the sink. Does anyone have any ideas on what might be causing this and what questions I should ask the plumber to get this sorted?
