If someone has taken driving lessons in another country, can these lessons count towards the compulsory 12 lessons required in Ireland before doing their test? For example, if someone living abroad has taken 20 lessons, can they now apply for a test in Ireland or would they need to take a separate 12 lessons in Ireland?

No. Learner Drivers have to do 12 lessons in Ireland with a registered ADI to be able to take the Irish Driving Test.

If you get your full licence say in the UK it wouldn't matter it would be acceptable here but the lessons you have to do them here to get your provisional recognised. The provisional licence from another country would not be valid here same as the Irish provisional Licence not being valid in another country! The Irish provisional licence is only valid in Ireland and only drive on Irish roads. It wouldn't be valid in the UK or EU. The only licence that would be valid is the Full Drivers Licence that would be valid in all countries.

So you will need to do your driving lessons here before you be allowed do your driving test. I'd imagine you don't have the Irish provisional licence, then you need to get one and do the 12 compulsory lessons before doing your driving test as the provisional from abroad won't be valid here. If you had an Irish provisional licence before 4th of April you be covered, you can do optional driving lessons but it is required you do them otherwise what lessons you did abroad wouldn't matter if you got your licence before 4th of April but if you didn't then you need to do lessons here before you do the test.
