For years society has fined petty offenders, yet they go on to re-offend with their petty crimes, tagging, joyriding, smashing bus-shelters, minor assaults and general skanger-ification.

Fines dont really speak to these people, they've no intention of ever contributing ,a fine is just another weeks unworthy/false welfare claim passing through them.

I propose a kind of genital cuff or chastity belt type arrangement.
Make from polycarbonate material the genital cuff will come in a range of sizes to fit jayo or his skanger wench and will be engineered to allow urination/pooping. it will have the same technology as the ankle tags used in the uk.

the genital cuff will be worn for two weeks at a time minimum, offenders will attend a genital de-cuffing centre once per week to allow for a single crank. the fap room will be cleaned by the offender before belt release. the belt cleaned before return.

This will also cut down on std's and skanger breeding. They think with their giblets so this will get the message to them.

Petty crimes are usually committed by teenagers from all backgrounds. They mostly grow out of it in their 20s.
