Potential probs with neighbours

    We own our apartment and the apartment right next door to us is owned by a former schoolmate who moved out and is renting it out. We now have a young mother and her baby living next door which isnt a problem in itself but what is a problem is that her aunt and cousins live in the next block and the cousins are so anti social and like to look right in to our apartment and hang around in a gang generally hanging around outside smoking and spitting and standing all over our plants etc... They have no respect for anyone and to be honest I wouldnt feel comfortable about telling them to move off as I am intimidated by them. Its come to the stage now where I am not enjoying being in my own home because I cant relax.
    What can I do? Should I contact management company or the owner and can they be moved on if its social welfare who are paying the rent?
