    If I pay someone on paypal by payment owed, if something goes wrong is it possible to cancel?

    never ever send money on a paypal through that or send it as a gift, especially to someone you don't know.

    you cant make a claim with that..

    People generally ask that you pay them for goods bought privately as a 'gift' in order to avoid the small fee paypal take...
    DONT DO IT! (unless of course the item is sent via registered post, then you would have proof for an An Post claim if need be)
