Betfair Deposits??

Just wondering why when I make a deposit to betfair they take 1.5% of it but give it back within 24 hours? for example, I deposit €20 but straight away I can use €19.70 of it and have to wait ages before being able to use the other 30 cent. I know 30 cent is not a big deal but the whole thing seems pointless to me…
