just wondering on this..is a company required to aadvertise internally first before advertising externally for positions?

i work in retail and by chance i was told my job was advertising positions higher up then mine..

i always was under the understanding you offer internally first...

most companies do as it has an effect on morale and is a regular employee complaint ,but they are under no obligation to do so.
