Help writing a litter fine appeal for Dublin Waste.

    Dear all,
    I've received a litter fine.
    The reason according to the officer who wrote the fine
    is that my waste bag was opened in the middle of the
    road (Parnell St).
    Of course I haven't left my bag in such a way, it was correctly
    tagged and properly sealed when I left it on the footpath
    where all the bags are deposited for collection.

    I'd like to appeal such a fine and make them notice that a number
    of restaurants and are nearby my place,
    from which people often go out drunk, always messing and fighting
    around the area where the bags are left, so that one might have easily kicked the bag in the middle of the road. Also the area is full of
    seagulls that often search in the thrash for food.

    Can some of you help me writing a proper letter,
    correct and informative enough.

    can nobody in this country accept responsibility or admit they are wrong?

    you broke the law. the onus is on you to leave the bags out at a time that they are unlikely to be opened.

    it's whoever opened the op's bags that should accept responsibility - they were the ones you were in the wrong. The onus is to leave your bags out, closed and tagged - this was what op did.
