There are tools with which you can copy down an entire website onto your PC, then change the content.

Of course you need to learn how to change the content, edit the files, and get space online, a domain name and more stuff. For that stuff you can ask in here

Looks like fairly old, basic technology. You can probably do better than that. If you want people to share stories, why not set up a bulletin board (something like boards.ie) and allow people to post their stories there?

You should be able to put something much better looking together using a site builder such as ... https://sites.google.com/
Take your time, find a template you like and it'll be easier than you think.

That is a nice website, but you can develop a good website or blog as well. If you use blogger.com, you can provide more features for each page. If you deploy it on wordpress then you will have more opportunities to express your stories very well.
