I received a conditional offer from University of Ulster however my first choice is NUIG. If i accept the offer from UCAS but then get offered a place in NUIG, can i still decline my UU offer in August ? Any info would be much appreciated :)

Yes, UCAS and CAO are totally separate. Of course you can decline any offer you get.
