Laptop Bag and another carry on bag?

So I know I am allowed to bring a carry on bag upto 10KG and thats fine.

I read on the Aer Lingus Website that
Additional small items (camera, personal stereo, overcoat, handbag or laptop) are allowed.

The only problem is my laptop bag is rather big as I have a 19" Laptop, and the bag is padded and is bigger than a lot of other laptop bags.

So my question is can Aer Lingus refuse this laptop bag as an 'additional small item' because it is too big?

They can but unless the flight is really full they usually don't.
