It is pretty obvious to me.

Without knowing the quality of the article its addressing what could be a huge story in an interesting way so it will sell off the rack.
It is keeping the pressure up on the story making sure it doesnt go away before its run its mileage. RB having Vettle and Hamilton would be huge! And with the way his temper has been going if he joins and gets whooped by Vettel it would be an explosive in team rivalry.

Its stirring the s**t which is always fun.
