Can anyone point me in the right direction here.

I am looking for an elasticated or stretchable material that when formed into a cyclinderical shape and fitted on the leg or arm that the material will stretch but also stay in position.

Sorry, I am not well up in fashion materials or clothing materials.

What are you using it for? Sounds like leg or arm-warmers for cycling. In which case, lycra or roubaix material usually but with a rubberized and elastic cuff to keep it in place.

What I was really looking for is something that would perform the functions of an elastic band, perhaps similar to 'rubber' if you know what I mean.

Something that would be about 4 - 6 inches long, cyclinderical shape, of one material only and yet performs the functions of an elastic band but also will stay in place on the arm or leg.

What springs to mind to me is the material used to make hot water bottles

Bondage tape. It's a latex rubber like material on a roll that will bind to itself so you can use it like a bandage. Is that the kinda thing you are looking for?
Otherwise lycra, latex, spandex, elaticated 'flight' socks.
