    I was wondering if some buys an item from a seller and then after some time want to resell it some one else. Would he/she have to get permission from the original seller first?

    No I would doubt it, whats the item?

    If I buy a bar of chocolate and sell it on it is mine to sell on unless there are explicit contracts in place

    Say if it were notes on a subject I had bought, so I am free to sell them on again?

    Yes as long as you are not infringing on anyones copyrights.
