    Depending on context there may be subtle variations, but 99% of the time that'll be perfectly correct.

    You can say "Je suis sur Paris" as well.

    Although not syntactically correct, it is generally accepted in the daily language :-)

    "Je suis sur Paris pour améliorer mon Français"

    Je suis à Paris gives the impression that it's temporary, je suis sur Paris sounds much the same to me.
