thats going to be a tricky one.

the VEC usually assess people for the year BEFORE they enter college.
ive seen it happen that people in situations like yourself, they dont get accepted for first year, but in second year, they meet the conditions, only to be told they dont as they take your elligability from the year before you entered college.

    if that makes sense.

best bet, just fill out the application form in full, and dont mention anything else.

i think that the eligibility is that you are resident for 3 out of 5 years before the date of commencement of the course.

if you applied last year and were refused then the council or vec will have a record. bottom of the form says you must give accurate info. i would be very careful about glossing over it.

Hi the 3 out of 5 year rolls is for the duration of the course which means if you now have the necessary 3 years in 2nd year, you can apply! Best of luck.
