Would this make an post a viable option for purchasing dollars/sterling if felt euro was going to weaken, or are the rates not as good as you would get elsewhere?

When banks, post offices, travel agents, etc. advertise that currency exchange is "commission-free", it's a completely meaningless statement. Exchanging currency is never free. You will either pay a fixed-rate fee (often this is called commission), or else you will be charged a percentage of the total currency that you wish to exchange (i.e. the rate of Sterling to Euro might be £0.89 in the market, however you might only get £0.87 with the bank pocketing the rest as their fee).
