    Compared to a lot of problems on this forum this is going to seem trivial but it really is starting to annoy me. I live next door to some of the most arrogant inconsiderate people I have ever known. It appears that rules don't apply to them. Planning permission, noise levels, time of day to have work men in etc. just doesn't matter to them. God only knows where they get the money but they always seem to be doing something. There's regular parties/gatherings day, night, weekends and their guests park anywhere, except in front of their place. I've had to learn to live with that as the local community Garda seems to be on very friendly terms with them so the few times I have called the Gardai about noise they are extremely slow to respond, if at all. They also seem to be well connected/respected in the local community and as I've only lived here ten years I'm only a blow in!

    But the thing that has begun to bug me is every time they get a skip delivered it is always dropped directly outside my front window and never outside their place. Then it seems to sit there for a week or more as an eye sore. They have had at least one skip per month for the last 7 months(that's when I started taking note) Then if anyone adds to the skip overnight they just drag what ever isn't their rubbish off and leave it on the ground.

    WHat can I do? Are there any laws about skips, where they can be left? For how long etc. Any advice would be much appreciated

    Op - can you give more details? I mean what talks have you had with them about their behaviour?

    It was from day one they made it clear they didn't want to know me. I went in and introduced myself and they really didn't care and made no effort to make small talk. I tried to be helpful one night, a visitor of theirs had left the lights on in his car. When I knocked on their door the husband stood in front of me and lied to my face about the owner being a friend of his. I told him the lights were on so he turned around grabbed a set of car keys and went out to turn them off. When I did mention noise or mess outside my place I just got a shrug of the shoulders or else completely ignored. I was woken up early one sunday morning to the noise of a jack hammer in the driveway. When I pointed out the time, as calmly as I could, they just looked at me blankly and continued. That's the first time I called the Gardai but by the time they arrived the digging was finished. Ever since then they just pretend I don't exist if we pass in the street.

    Why dont you ring the skip company and tell them to remove the skip from your property?

    It's on the street outside. I don't have a front garden so it's not on my property.

    Hi There ...

    Your local litter warden can advice you on the skip issue - I know there are very specific rules around skips so there might be something there. I think it's the environmental health section that deal with the noise issues. Give your local council a call and they should be able to point you in the right direction. From the sounds of things things can't get much worse but if you do get the litter warden or EH envolved your neighbour is probably going to know it was you that called them - Would that be a problem for you ??

    Thanks for the replies, unfortunately there doesn't appear to be any rules in the bylaws that they are breaking.

    I contacted the skip company because there is a 24 hour pick up rule. They are refusing to collect it as the skip is over full:( and if it is not blocking a driveway the driver will put it where the customer asks him to.

    Ah well. I'm not really interested in escalating the issue but I suppose I'll keep the litter warden as a last resort. They've got to run out of money at some point so hopefully the work will stop.(I hope) And as for the way they behave, they are so thoughtless I guess they are never going to change and I suppose being ignored isn't the worst thing that can happen. It's far better than making an enemy.

    I know that if litter is visable by the public it is an issue for the litter warden - The litter warden will then speak to both the skip company and the person who hired the skip. But i think Ultimately, the fine will be issued to whoever hired the skip ...
    But like you say, sometimes being ignored is better than having an enemy ...
