    Today I got a letter (with my name) from the RPA for a fine but I wasn't on the Luas that day, nor did I get fined without a ticket. What is the course of action I should take so I don't have to clean up somebody else's fines?

    Sounds like neighbour/friend/enemy who got caught and gave your name and address.

    You have a nemesis out there

    Write back and ask for a screenshot of the inspector giving you the ticket so they will post you a photo.
    They know the time and date, it's no issue for them to retrieve it.

    I don't think you'll get a reply

    I don't know but if the OP is claiming someone is using their identity, then it's fair to request it

    And then the OP can track down their enemy
