Amsterdams new weed laws?

Lo all,
A few mates and I are thinking of heading over in October/November, but we've heard that new laws may prevent any foreigners from buying weed, even in the "special" cafes, which may come in over the summer.

I was wondering if anyone knows anything about this, and if this effects all of the Netherlands, or if there will be some places that foreigners would be able to buy weed in the cafes?

I think it only applies to towns bordering Belgium and Germany. As far as I know, people cross the border a lot to use coffeeshops, and they're just trying to stop that.

I hope I'm not wrong anyway.
