99 Punto rev problem

Hey all, first thread in motors, complete novice so go easy :)

    I have a 99 Fiat Punto 8 value petrol.
Lately a problem has started where the engine will rev up and down by itself when idle.
It will rev up and down between 1000 and 2000 exactly 10 times before shooting up to about 4000 revs. I have to tap the throttle to get it back down, and the revving starts again.
Even when im on say the motorway going 120 i can still feel the revs change in a looping fashion ie maybe faster for 10 seconds then slower, which causes the car to vibrate....

Ive wd40'ed the throttle line and the throttle itself. Ive used carb clearner and changed the air filter. Ive wd40'ed the damper (i think thats what its called) which is located in behind the air filter.

reading elsewhere ive seen people mention an idle valve sensor...??

    anyone seen this before?

    any help greatly appreciated
