Is MSN Commercial Intent tool still available and what alternative options exist?

Hi, I was looking for the MSN commercial intent tool but although when I went to it here, it threw an error "404 - file or directory not found"? Has it been moved? Does it still even exist? What alternatives provide the same service as this tool? Appreciate all help and feedback, thanks.
