Can a Garda fine someone later after not stopping them?

    Say a Garda sees someone driving through an amber light at speed at the top of a motorway offramp and then proceeds to follow them up a dual carriageway and 3/4 way around a roundabout before then going full circle on the round about and heading off in the other direction (possibly after capturing the reg number), can the Garda later issue a fine to that motorist? Or is it the case that they don't stop you on the spot they can't fine/issue penalty points to you later?

    If they could do that then all the need do is place a Garda at every traffic light in the country and fund raise away!

    Of course they can, it's not necessary to pull you over at the time of the offence.
    But it's unlikely to happen.

    And they can do the same without it except keep their head warm and dry, it's just amazing!!!:D
    OP it's unlikely you'll hear anything of it, but it's still possible you will if he wanted or he may have followed you just to check if the car showed up on ANPR (if the squad car had it).
