Do you have to be on social welfare to be able apply for this?

I'm currently on a FAS funded course in Architecture FETAC 5 and have been accepted into a Further Education College to do FETAC level 6 which starts in September.

I've just recently heard that you're supposed to be on a social welfare payment for at least 3 months to be eligible for Back to Education Allowance.

For me this would mean having to sign on the dole in the next few days to receive BTE, but would also mean having to leave the course I'm on at the moment even though I'm not supposed to be finished till the end of July, I have passed my exams though.
