Advice on phone networks

Hi there, basically my issue is I'm moving to Ireland, and therefore I would like to get a phone network that would give me the best deal for keeping in contact with friends in the North of Ireland/UK. I was thinking along the lines of using an application like "ping" and just getting a data bolt on from a service provider like o2 or Meteor, which would be best? would there be a big difference? I also heard of smscall.ie which could also benefit me. Basically is there one specific method that is most efficient in costs to keep in contact with a northern phone from a southern phone?

    Thanks in advance!
