Had to ask for patch test for highlights?!

I used to get highlights done at a salon that I just feel has gotten too expensive and I wasn't always completely happy with service /results. I tried home dying but think I had a reaction to it (really itchy & flaky scalp) so decided to get highlights done again but at a new salon.
The last place was really strict about having a patch test done the first time so when I made the appointment in the other one today, I expected to have one. I ended up having to explain I'd had a reaction and ask for a patch test?! Is that normal? I know highlights aren't as likely to cause a reaction as all over dye (but still can) so it's maybe it's not as common to insist on it? Just curious because I've actually heard really good things about this new salon but don't want to go there if they're a bit dodgy!
    Thanks :)

in my salon we would normally only do a strand test for highlights if the clients had a dodgy home colour or if its a fix up job! if its a tint then a new client should get a patch test.

Highlights shouldnt cause any scalp problems as they dont touch the scalp.. unless they seep.. which would be a disaster anyway!
