In answer to gyppo... (started a new thread for you ) and having looked at this recently.

The two files you want are on the UK Department for Transport's "Vehicle Licensing Statstics" page,
Use with caution as no database is 100% accurate and the DVLA has over 36 million vehicle records to look after. Few notes:

1. The files are huge! (9MB taxed vehicles file and 6MB SORN file)
2. Only covers GB (Scotland, England, Wales)
3. Sometimes the model data is missing/unknown.
4. Sometimes the make data is missing/unknown.(*see below)
5. Taxed list goes back to 1994, but for earlier years only counts vehicles taxed status in last quarter of the year.
6. SORN list doesn't go back that far and doesn't include non-SORN vehicles (last taxed before 1997)

*Headings under "Other" in the manufacturer list and with missing/unknown model designation (taxed/SORN):

The two files to look at on that page above are VEH0120 (Taxed vehicles) and VEH0121 (SORN)
