UTV picture quality awful on UPC

I'm watching Nicole Scherzinger guesting on the BGT results show just now, the picture quality is TERRIBLE. There's obviously some heavy-duty compression going on because every time the screen has lots of detail (like her dress in close-up) or flashing lights the pixellation is really awful.

it was bad quality on sky also in NI anyway maybe the way utv were outputting it
