My sister learned on a flute made from a wavin pipe. There was a guy making them for five pounds each - this was in Dublin back in the 80s or early 90s. I have no idea if anyone still makes them or if it's any use for learning. I can ask her if if she'd recommend it to a beginner now or not.

If you are talking about a traditional Irish/wooden Flute, I'd really suggest you get a reasonable Flute player to try out some for you at a shop. There are plenty of cheap wooden Flutes online but many of them are not in tune and that is the last thing a beginner needs. €100-200 should get you something reasonable. Plastic Flutes can be much cheaper but again, have someone check it.

If its a concert/silver Flute. The budget end can be really hit and miss. The quality just isn't there. You'd be better off going for 2nd hand Yamaha or consider hire purchase. Again, go to a good teacher/specialist shop.

As for breathing, Flute playing will improve your lungs. I used to play when I was a teenager and it really helped my asthma. It will be hard at first but like any muscle, the more you use your lungs the stronger they get.
