No VRT once its not for use on the road and so doesnt require a registration number. There will be duties payable and vat as it is being shipped from outside the EU.

Vat is calculated on the total amount it cost including shipping and duties. The rate of import duty varies depending on the goods, a quad is likely to have a high duty to import in to the EU. For a car I think the duty rate was 10% so most likely around that.

Absolutely no connection with this company but I can't see the DIY option working out much cheaper (and as hassle free)

and imagine the grief for you if what arrives (if it even does) is different to what you ordered?
Who will process warranty claims or will you have to ship it back every time?
Plus, if you buy from an non-EU vendor you will have absolutely none of the statutory consumer rights we currently enjoy, and hence no comeback whatsoever should the quad turn out be a pile of crock, constantly breaking down, etc.

Looking at donedeal (and from 350cc up) there seems to be pretty good value here at the moment.

    Forget it.
First - why would you buy a chinese quad at any price?
second - there isn't a decent one on the market - at any price.
But if you insist you will pay
    1. cost of machine
2.+plus shipping and costs to Ireland
    3. pay 10% duty on that sum
    4. pay a further 21% VAT on that new sum - plus agents fees here.
..... and you will still have a piece of junk, with no warranty or resale value, that you won't even get spares for
... and for a quad you WILL need spares

    Absolutely do not do it.

Even if you're gonna land it for say 3-4 k compared to a new one here for 6-10 k.

You'll never sell it. I'm afraid I tried it with a new chituma 250 (like a honda rebel) from the UK back in 2004. Broke my heart, wiring and carburation. Had 1200 miles on when i sold it and sounded like it had 60k.....there's over 300 registered motorcycle manufacturers in china illegally copying 4 japanese makes......

Hav a look in the used ads for chinese bikes and you'll see they depreciate likke mad. Better off with maybe an older quad in from the states....
