Getting EFT payments?

I recently advised a friend of mine that they should get their social welfare payment paid directly into their bank account via EFT as they're very bad at managing money, and I felt that they wouldn't be as likely to spend it if it was in their account, rather than getting cash in hand at the post office, where temptation took over.

They enquired at their local welfare office about getting this done however they were told that this is not the case and that all payments are made via post offices ONLY.

Did I send them on a wild goose chase by giving them the wrong info?

I was 99% certain that a person could choose to have payments via EFT after being on a payment for a certain length of time, e.g. 6 months or so - is this no longer the case?
