Why do employers advertise for non existent jobs?

Curious, about this learned of positions available in a firm and yet when I spoke to someone who works there I was told the roles don't exist!
What's it all about? Seeing what the jobs market is like? Keeping existing staff on their toes?

The most obvious question to ask is was the person you spoke to in a position to know the future plans of the company? Just because the position does not exist right now, does not mean that it is not in the planning stage...

The recruitment exercise cost a company money, so they do not normally do if for the fun of it.
