Friend of mine is on an interview panel next week and has a slight concern. They know one of the people going for the job (in a professional capacity) and is aware that this person has had multiple case's of bullying lodged against him in his previous job.

Can this be disclosed to the other panel members or if a question is asked about bullying and this candidate lies can my friend disclose afterwards that they are aware of the lie

    thanks

Were your friend to disclose the bullying he would need to be very sure of his ground for legal reasons.
Legalities aside I think to inform the panel about another candidate would be unwise , it is likely to be viewed with suspicion and may be considered unethical.
Your friend could knock themselves out of the race for the job by discussing another candidate.

I take it that your friend is interviewing rather than a candidate??

Wait till the day and see which way the wind is blowing... Any decent panel will have frank conversations behind the scene and that would be the chance.. Otherwise he/she should just find reasons to score the candidate down reducing the overall chances of getting the position.

If your friend is one of the interviewers then I would see no problem with informing fellow panel members - hiring this person could expose the hiring organisation to all sorts of problems down the line.
The only caveat should be that in fairness to this candidate your friend should be 100% certain of the facts and be sure they are not just repeating unsubstantiated gossip.
