Connecting an iPad 2 without existing wireless network

I'm trying to connect an iPad 2 for a relative who lives between Naas and Newsbridge with no existing wifi broadband. This iPad doesn't have a slot for a microsim card. Is my only option one of those mobile wifi hotspots? If so, any idea who would have the best coverage? I tried using the personal hotspot on my iPhone and it was really, really bad - it's a 3 phone so I am presuming this means the 3 mobile wifi would be equally slow in that particular place?

You could always get dsl bb (over the phoneline type).

Check availability of UPC too. Better than copper phone lines ;)

In the end I bought a 3 wifi hotspot for 14.99 a month (as I already have an iphone with them) and it works fine. :)
