Gynecomastia surgery?

I'll post it in PI as my previous thread in TGC is going unnoticed :)

Basically, I'm a 19 year old dealing with gynecomastia for years. When I was around 13-14, I noticed lumps in my chest which the doctors said were just cysts, nothing serious. They said it'd go away too. In the last three or so years, I've researched it more and found out about gynecomastia.

I went to the doctor about it and she said it was not gyne and it was flat enough - that I just need to exercise my pec area and everything would flatten out. I have lost over 1.5 stone and dropped my bodyfat to about 17% and I still feel as if there's something underneath my nipples. Nothing flat, but lumpy tissue under each nipple. It looks like I have small breasts (no pointy nipples though!).

I do realise that I'll have to lower my bodyfat more to see if it's just fat but I really doubt it is just fat. It's seriously affected my confidence - I can't wear t-shirts in fear of people noticing. I have confidence in the rest of my body - it looks good but my moobs are seriously problematic psychologically :(

If I went for a second opinion and confirmed it was gyne, could I get surgery under the medical card?
