I heard on the news a few weeks ago some service providers ie Bord Gais were having problems with people running up bills then changing service provider. Surely this cant be easy. It came up in conversation about bills at the weekend, and a distant associate said he was in arrears with Bord Gais with Both Gas and electricity. He was finding it hard to pay. In any event he is changing back To ESB gas and electricity and leaving Bord Gais out of pocket for both his gas and esb bills. He says he will pay them back when he is back on his feet. Surely Bord Gais, NTL and other SP providers can in some way stop this Service provider hopping lark? In the end the bills will fall back on the customers that do pay.

Not without paying his bill first he won't. BG won't transfer the account over when there is outstanding bills. The same holds true for any service provider. If, for example, you owed eircom €200, and tried to port your number to UPC, it would fail because eircom can and will block the number port.

Electricity, gas, etc are all the same. The current provider will block any attempt to change to a new provider until the bill is paid.

Actually not true. The CEO of Bord Gais Energy recently asked for a change in the law to prevent what he referred to as "debt tourism". He wants anybody owing more than €200 to be blocked from moving supplier but they can certainly do so at present.

It is up to the Supply company to pursue the outstanding debt just as they would any disconnected or closed account.

BTW: BGE were not complaining when people were leaving ESB Customer Supply with outstanding accounts and moving to BGE - now the boot is on the other foot...
