Toilet Cistern not filling up with water

    Just noticed yesterday that there is no water flowing into our downstairs toilet cistern. All other taps and toilets throughout the house are working fine. When you remove the cistern lid, it is only about 1/3 full with water and if you listen closely you can hear a hissing noise coming from where the water should be flowing out.

    And before anyone asks, the stopcock is hanging downwards as it should when the water level is low. When I lift the stopcock up to replicate the cistern full of water, the hissing noise stops.

    There must be a blockage somewhere.....

    Has anyone come across this before, and can suggest a solution for me, before I have to shell out to get a plumber in?
