Hammerite help

I am restoring some old metal parts. Some trailer wheel rims, a trailer ball hitch and a rusty towbar. I have cleaned the pieces back to bare metal and then painted these with Hammerite Rust Primer.

The only Hammerite topcoat I can get is the "straight to rust" range so I am now painting that onto my rust primer. Only it does not seem to be going on so well. It's sparse and in places it's a bit like painting water onto oil. Am I doing something wrong or will it all come good with a second coat?

Many thanks for any help as always.
