Is there any consensus on whether shock sensors or contacts on windows are best?

Either system will be backed up by PIRs

A combination of both is best with a beam or two located in the common areas.
With contacts only there's a risk of someone smashing through the glass and only when they are inside the beam with catch them.
With shocks only there's a risk of leaving the window open and someone could crawl through it without triggering the alarm and again only when they're inside would the beam catch them.

With sensors and contacts the alarm would be triggered when they attempt to gain entry.
