An Post insurance and asking for worth of an item

I recently had my mother ship an electronic device to me here in the US with an Post's international registered shipping. She was asked to declare its value, €90 and was given a tracking number.

A month later and the item is lost, entirely, never delivered. Now I have followed up on it for 2 weeks or more, and finally give up on getting it, it was probably stolen in transit.

My mother is seeking to claim back the value of the item, we were asked to declare it after all and it was heavily implied that it was insured and we are then told by an Post we will get €25 back.

That's less than a third of the items value and had I known this, I would have used a real postal service like UPS or other courier.

I would like to know my options here, surely an post have a responsibility for the item we payed them to deliver, registered international post no less. Will I even get the cost of postage back? This is very disappointing and annoying.

    Thanks guys.
